
Our Committee
The team below lead the society's activities and help support the growth of the game, society and individuals. All of them are volunteers and active in the county as either referees or referee advisers.
Executive Team

President
Rob Cross
Rob leads our engagement with external stakeholders as required, including match officials, other societies, clubs, Oxfordshire RFU and the RFRU.

He has been refereeing since the age of 14, joining Oxfordshire in 2016. Rob continues to take the field as a level 6 referee as well as coaching other referees.

Vice-President
Julien Cazenave
Julien deputises for/supplements the President as required at meetings etc.
​
​Julien joined Oxfordshire in 2016 and has risen through the ranks with us. He now splits his time between running on the pitch and supporting other referees with their development as part of our adviser team.

Secretary
Phil Ware
Phil organises the committee, ensuring we track our actions, and manages our communications.
​
He started refereeing before our digital records began in 2010 and now focuses on coaching and advising our referees as part of our development programme.

Treasurer
Iain Wakefield
Iain drives our money management which includes seeking grants and sponsorship. Of course he is also responsible for invoicing clubs for games and paying the referee expenses.

Iain has been a referee since 2011 and now supports Oxford Harlequins with their 4th official duties in the National League.
Other Officers

Appointments Secretary
Rob Cross
In this role, Rob leads on all of our appointments. He does initial appointments to matches and is the primary point of contact for clubs needing a referee.

Reappointments Secretary
Julien Cazenave
Julien supports on last minute changes to appointments in this role. This is sometimes when referees are injured or when games are cancelled.

Exchange Appointments
Phil Ware
Phil liaises with our sister societies to plan exchange appointments over the season to help referees get new experiences in their development.

Senior Adviser & Development Officer
Keith Latham
Keith is responsible for all our advisers and works with them to support the development of referees at every level.

We’re not exactly sure when Keith started with us (it was a long time ago!), but if he isn't by a rugby pitch he's normally enjoying the sunshine and probably a beer somewhere in the world!

Membership Secretary
Chrissy Clark
Chrissy will likely be the first committee member you meet, as she is responsible for recruitment and membership—including arranging your DBS check so you can referee age-grade matches.

She saw the light and moved to refereeing after playing rugby for several years. Her stand out moment so far was refereeing at Twickenham in 2025!

Training Officer
Vince Minto
Vince organises training sessions throughout the year to support our referees on key topics. He also has the pleasure of organising the much-loved Bronco fitness test during pre-season.

Vince started on his refereeing journey in 2022 and is a proud Welshman! His son has recently been representing Wales U20s, must be in the genes!​

Discipline Officer
Andy Rolfe
Andy is the one you might try to avoid! As our Discipline Officer, he will guide you through reporting procedures for red cards and Match Official Abuse (MOA), as well as support you through the process.

Andy has been part of the refereeing community for at least 15 years. These days, you’ll usually find him with a clipboard, helping other referees.

Kit Manager
Stuart Mount
Possibly the most important committee member for referees—Stuart is the one who will provide you with your refereeing kit! Make sure to get a shirt from him when you join and then you'll get more kit when you've done a few games.

Stuart’s been with the society for 5 years and keeps trying to roll back the years playing an occasional game as part of the Wallingford front row.

Social Secretary
Nomtha Gray
You’ve probably seen Nomtha’s work already. Thanks to her posts on Instagram and other platforms, she’s helped raise our social media presence. She also organises our social events including the end of season dinner!

She was also our first female referee. When she’s not refereeing in Oxfordshire, she’s often found plying her trade around the world in Croatia or even South Africa.

Young Match Official Manager
Doug Haggart
Doug supports Young Match Officials (YMOs), helping them start their refereeing journey by providing guidance and organising matches and coaches for them.

Before refereeing, Doug was part of the Wallingford front row. He’s been refereeing for the last six years.

CB Liaison
Chris McCarthy
Chris is our liaison with the Oxfordshire CB, ensuring we have clear lines of communication with the wider rugby community.

He’s been a member of OSRFR for the past 15 years and is an active member of Grove RFC as well as being an official.
